Get the open spotlight vote
The open spotlight vote and the ballots on it, or `null` when no vote is open. One vote at a time. A second open vote would mean two spotlight slots, which is not a thing the Kit offers — so casting a vote while one is open adds a ballot to it rather than starting another.

Schedules the countdown posts for one launch on one of the caller's bots. `offsetsSeconds` is seconds before the launch. Omitting it posts at an hour out, ten minutes out, and the moment itself — the three beats that make a launch feel like it is happening, without a bot that has to be running the whole time. Scheduling does not post anything. A bot with `postCountdowns` off holds the schedule and never sends it, which is why the switch is the user's to set separately.
Vote on who gets the next spotlight POST
Adds the caller's ballot to the open spotlight vote, opening one if none is open. One ballot per owner: a second vote replaces the first. That is the whole anti-buy-the-spotlight rule — there is no way to send the command more times and weigh more, because the store holds the latest ballot per owner and not a count of them.
